This paper models the five-year trajectory of a domestic information environment in which the state has not lost the capacity to protect its population from reflexive control — it has simply declined to exercise that capacity, on the grounds that it is a participant in the market rather than a regulator of it. In some jurisdictions this participation is doctrinal. In most, it is a matter of vendor convenience.
We define the emergent structure as the Vibes Market: a curated, liquid, largely invisible exchange in which the permissible belief-inventories of the most socially, financially, and institutionally powerful citizens are assembled, tested, and delivered by decentralized networks of AI-enhanced information operatives, without requiring those citizens to organize, deliberate, or even notice. The customer does not need to hold an opinion. The customer needs only to have had one, at the moment it mattered, in a form someone else could sell.
We forecast two stable attractor states and one narrow, historically improbable off-ramp.
Reflexive control — shaping an adversary’s perception so thoroughly that the adversary chooses, of its own free will, the course of action you required of it — was designed for adversaries. Its five-year domestic innovation is definitional: the state has stopped distinguishing adversary from constituent. Both are audiences. Both are addressable. Both, crucially, are billable.
Where classical reflexive control required a control room, a target set, and a patient operator, the networked version requires none of these. It requires only:
This is not a conspiracy. Conspiracies require coordination. This requires only incentive alignment, which is cheaper and leaves no minutes.
The Vibes Market does not sell information. It sells pre-cleared interiority — the sensation, for a powerful citizen, of having arrived at a belief independently, at the exact moment a curated information environment made that belief the only emotionally available option.
Supply side: decentralized networks of AI-enhanced information operatives, loosely affiliated, plausibly deniable, individually too small to regulate and collectively too large to ignore. They do not need to agree with one another. Reflexive control does not require consensus among the operatives — only convergence in the target’s head.
Demand side: the most powerful citizens in the world, defined here not by wealth alone but by decision leverage — the ability to move markets, juries, elections, or platforms by holding a belief in public. These citizens are not the audience for propaganda in the traditional sense. They are the product line. Their vibes — we use the term advisedly, since “ideas” implies a process this system is specifically designed to bypass — are curated, inventoried, and refreshed on a release cadence tuned to news cycles rather than truth conditions.
Clearing mechanism: the state, which in this model is neither fully captured nor fully innocent, but structurally indifferent — a regulator with a position in the market it is supposed to police, for profit, in some documented instances, and for something harder to litigate in most others: the simple institutional relief of not having to explain, out loud, in a hearing, why any of this happened.
Once politics and underlying values become sufficiently detached from one another — a detachment the Vibes Market accelerates, since a belief that is curated for effect need not cohere with the values it is nominally attached to — the system bifurcates.
Populations exposed to a government that visibly benefits from the confusion it declines to prevent do not, in five years, become apathetic. They become correctly suspicious, and then, absent any accountable target to be suspicious of — since the network is decentralized and deniable by design — they become suspicious of the state as an abstraction. This is the most dangerous outcome for the state and the most useful one for the operatives, since an antigovernment population radicalized against an abstraction cannot organize against a specific actor, and therefore cannot be negotiated with, regulated against, or voted out. It can only be sold to again, at a markup, as a newly addressable market segment: “post-institutional.”
Alternatively — and often in the same population, sorted by community rather than individual — the discomfort of an ungoverned information environment resolves not into suspicion of the state but into acquiescence to a single, sufficiently totalizing framework capable of pre-answering every question the environment raises. The Department classifies these frameworks generically as closure products: belief systems whose chief market value is that they terminate inquiry rather than reward it, which is precisely what a population exhausted by manufactured ambiguity will pay for. The category is theologically and ideologically agnostic — Christian nationalism is a leading closure product in the current catalog by unit volume, but the Department’s SKU list (Annex C) carries several competitors in adjacent aisles, including at least one framework the Department itself is not in a position to disclaim. The self-censorship here is not imposed. It is requested, communally, as relief, and the Department notes only that relief, like everything else in this market, ships with a vendor.
Both trajectories are, from the standpoint of the Vibes Market, equally monetizable. The market does not require the population to end up anywhere specific. It requires only that the population keep moving, since movement is where the product gets sold.

We identify exactly two exits from this trajectory, and note that history’s only fully validated precedent for the second one was, itself, a publicity stunt that did not work as advertised and is remembered fondly anyway.
Off-ramp A — Accountability by Name. The single most effective intervention available to elected officials is also the cheapest: naming the activity, specifically, in public, attached to an actor, on the record. Reflexive control depends on deniability the way combustion depends on oxygen. A political class willing to say this specific network, run for this specific benefit, coordinated in this specific reflexive-control sense removes the deniability the entire architecture is built on. This has not yet been tried at scale, possibly because the officials in a position to say it are, per Section 2, sometimes also customers.
Off-ramp B — The Woodstock Option. Failing accountability from above, the model allows for a second exit: a spontaneous, large-scale, sincerely absurd cultural event with no clearing mechanism, no curated belief-inventory, and no operative network capable of claiming credit for it — the modern equivalent of several hundred thousand people trying, unsuccessfully but with total commitment, to levitate a large government building. Its historical function was never to move the building. Its function was to remind the rest of the world, and not incidentally the country itself, that American culture retained a capacity for uncurated, unbillable, and mildly ridiculous collective joy. The Vibes Market has no line item for that. It is the one product it cannot manufacture, because manufacturing it is what destroys it.
A population’s citizenship and beliefs can, under this model, be sold without their knowledge — repeatedly, in small increments, framed each time as something they chose. Or a population can notice, gather in public in numbers large enough to be economically irrational, and choose something too sincere and too silly to curate. The Uncertainty Department expresses no institutional preference between these outcomes, as expressing a preference in public, at this point, would itself be a marketable vibe.
