Abstract A consolidated status update on sixteen FOIA requests submitted by this Office, in which no entity discloses anything, all entities disclose their non-disclosure using identical boilerplate, and a stray comma on page 12 becomes the single most substantive artifact obtained.

I. PURPOSE

This memorandum consolidates responses received to date across sixteen (16) Freedom of Information Act requests submitted by this Office to various federal, state, and municipal entities regarding the existence, non-existence, or unconfirmable existence of records pertaining to routine matters of public interest. It is intended to provide a status update to no one in particular, as no one in particular has asked.

III. FINDINGS

The Loop is Closed, But Not in a Good Way. Requests UD-0115, UD-0116, and UD-0121 have now formed a stable referral cycle (DHS → Fusion Center → DHS) with a measured orbital period of six to eight weeks. This Office recommends the cycle be registered as a Lagrange point.
Non-Disclosure Has Achieved Formal Consistency. While no entity has disclosed anything of substance, all entities have disclosed their non-disclosure using functionally identical boilerplate, suggesting either a shared training manual or a shared and entirely reasonable desire to be left alone.
The Comma. Page 12 of the Municipal Police Department’s production (UD-0118) remains the single most substantive artifact obtained across all sixteen requests. This Office has retained outside counsel to determine whether the comma constitutes a serial comma, and if so, what it was serially connected to.
The Contractor Defense. UD-0120’s position — that an entity performing government functions under government contract using government-classified methods is nonetheless “not technically the government” for purposes of answering questions about it — is noted for inclusion in this Office’s forthcoming glossary, under “Technically.”

IV. RECOMMENDATIONS

That this Office continue submitting requests at the current rate, on the theory that sufficient volume of nothing eventually constitutes something.
That the six-to-eight-week DHS/Fusion Center referral cycle be monitored for signs of intelligent life.
That page 12 of UD-0118 be nominated for the National Register of Historic Punctuation.
That no further action be taken regarding UD-0120’s contractor status, as “technically” appears to be a permanent condition rather than a temporary one.

V. CLOSING STATEMENT

This Office remains committed to the proposition that a record which cannot be confirmed, denied, located, or explained is nonetheless a record, and that the accumulation of such records — while individually meaningless — collectively describes the shape of something. This Office does not know what that something is. This Office has filed a request to find out. This Office expects that request to be referred to itself.
